TL;DR: A first-time visitor and a returning almost-buyer deserve different asks. Build pop-up logic around visit count, and test that it actually fires.

Most considered purchases take several visits. The person back for a third look is far closer to buying than the cold first-timer, so showing both the same generic ask wastes the warmer moment. Trigger different creative on second and third visits: a stronger reason, a different mechanic, a more direct ask.
If paid traffic lands on a dedicated page with no capture, add one for returning visitors at minimum. Warm ad traffic on a second visit is some of the cheapest list growth available.
